Does it make sense to use CMS in my case?
There is a ready layout.
The engine should be able to go ONLY through OpenID, view the pages of other people and leave them reviews. Review - text, 2 selects (one of the selects - rating, from 1 to 5)
And one more page - top users.
The top is based on the ratings left by other users (all ratings are reduced to one overall).
That is, only 2 pages, top users and user page.
I am engaged in design and layout (a little js), I am practically not familiar with programming, I thought to find some kind of engine and just cut out everything unnecessary from it, but my attempts led me to anger :) I tried to work with Livestreet CMS
What do you think, is there any engine that can help me? Or do you need to find a programmer who will cheat everything?

Do a separate back-end on the ASP.NET Web API.
You will have only two controllers: authorization and work with users.
And already on the client, add some JS to your layout to interact with your API. And all this from your usual Visual Studio =)
