Does it make sense to buy intel core i7 8700 or is 8400 enough for programming? I use a virtual machine, phpstorm, a browser with a lot of tabs.

You are probably already programming, so turn on the CPU load monitor and the memory monitor. I am sure that you will find that you rarely hit the processor.
Until the last moment I had a laptop with i5 2010 SSD + HDD and 8GB of RAM. It was enough for very good web programming in python, with local servers for testing on virtual machines. I changed it only because the memory in the laptop no longer fit.

I have an i7 4710HQ (percent of the 14th year, for a second) and there was no such thing that there was not enough processor. Right now I'm having cooling issues, so I've cut the maximum performance by 10% to get less heat, and it still works fine.
On this computer, even in The Witcher 3, I screwed up a little at very high settings. For a storm, any new processor will definitely be enough for you.

If a browser with a large number of tabs - then more memory, chrome is more and more gluttonous from release to release. A powerful processor is not particularly important for your tasks, there are few mathematical calculations.
