Does everyone in my city have the same IP?

Hi all! I have two providers in my city. TTK and Rostelecom. I have TTK and IP changes after each reboot of the router. My friend also has a TTC and the IP also changes after a reboot. This is what happens, everyone on the TTC has the same IP? If so, what is the probability that when Oleg is blocked on the resource, Dima will get the same IP tomorrow and he will not be able to access the resource?

Do you change your internal IP in the TTK network or external? What makes you think that you and Oleg have the same IP?
Usually the provider issues a pool of IP addresses to some part of the network, and yes - it can change if you have not purchased an external IP service. for example, for 1 house there may well be 1 external IP for subscribers.
Yes, if Oleg is blocked by IP on some resource, then Dima will not be able to access this resource from this IP either (because blocking by IP)

Operators can work according to two schemes:
1. Clients are given real "white" addresses with which clients go to the Internet. In this case, the address on the router will match the address shown, for example, by the 2ip service.
2. Clients are given "gray" addresses. In this case, clients go to the Internet through the provider's NAT, where their address is replaced with a white NAT address (grey addresses cannot be used on the Internet). In this case, the address on the router will be different from the address in 2ip. You can google the ranges of gray addresses.
In both cases, the addresses may change.
In the second case, theoretically, a lot of people can sit at one address. In fact, everything is more complicated and the provider has several NAT services with their own addresses, so it is unlikely that the whole city will sit at one address. In the first case, at this particular moment, only 1 client uses this address.
In both cases, when blocking by IP of another person using the services of the same provider as you, you will be blocked on this service if you somehow get this IP address.
