In general, the essence is simple - there is a movie, downloaded / received in high quality (well, let it be 1.4 GB), which is 720p, respectively. How to upload it to the network for the amusement of everyone? VK makes it 360p, and even censorship does not allow all films to pass. YouTube is the bottom, loads a billion hours. Yes, and I think censorship will be cooler there. Where can I upload the movie and not make the quality bottomless?

You just upload it in a format that modern browsers can use (H264 in an MP4 container, for example) to file hosting (at least Dropbox, it gives content via direct links). In this case, there will be no automatic conversion to low resolutions, but, as I understand it, you don’t care about users of slow Internet.
