Does anyone know the Google search algorithm or how to treat the social crawler?

Good day everyone!
I want to ask two questions in one bottle.
A front-end developer I know told me that once he ran into such an SEO specialist who told him that he (this SEO specialist) professionally promotes sites on the Internet, knows a lot of technologies, etc., but the most important thing is that he knows how Google algorithms work and offered his promotion services. My friend, after such a "tempting" offer, answered him: "Only two people in the world know Google's algorithms, and both of them, by a strange coincidence, work for Google." After such a response, the SEO specialist blushed, apologized, asked not to tell anyone about this and disappeared in an unknown direction like a genie.
So now the question is:
I recently started to hear that there are services such as a social scanner (or lidoscanner). This is such a thing that scans social networks in search of phrases that someone wants to buy something for themselves (or as a gift). After that, the social scanner sends a message to the initiator of this conversation stating that such and such a site has exactly what you are looking for.
To what extent does this service justify its loud statement? How useful is this for an online store? Isn't this service the new business of the genie who once "knew" Google's algorithms?
If all this really works, then how much can you pay for such a service, and how much is already a "divorce" of a genie?
Thank you for your attention!

If we talk about scanning social networks, then the head-on algorithm is quite understandable, it seems to me, albeit with low relevance.
Hypothetically, you can buy data from anyone.
The question of how much to pay for a lead has nothing to do with the source of traffic, in my opinion.
The margin from the sale is known, the conversion can be easily calculated. Here is the upper limit of how much to pay for a lead)
