Can Google ban a program/account based on someone's complaint?

But I have a related question: can Google ban on the basis of someone's abuse?
For example, I wrote an alternative dropbox client, in which I do what is hidden or prohibited in the official api. Dropbox has hit the nail on the head of Google. What is waiting for me?
Options:
1) Google pofik on others, so long as the rights of its services are not violated
2) Google will simply remove the application from the market, notifying me
3) Google will ban the developer account and / or admob.

Banned and won't even warn you. Look in the search right there on the site for how many people Google banned, read for what. Google in terms of explanations is generally similar to fish, does its job and is silent.

Google (aka Gosh) is almost a telepath, just think of something not entirely honest to do, so a couple of pages will fly out of the search results, or even a dozen.
