Does a layout designer need freelance?

I am 17 years old and I am in my 3rd year of college to become a programmer.
For a year I studied the layout, I can write a landing page or a multi-page site, knowledge of js - at the level of writing a slider or making a drop-down menu.

Before freelancing, I made myself a small portfolio (3-4 sites) and have been looking for customers for about 2 weeks.
There was an opinion about freelancing:
1) Insolent customers: by type, make me an adaptive site + green PageSpeed ​​Insights + set up an influx of customers for 1000 rubles.
2) Just a huge competition, at best 20 people per order, at worst 50 people.
3) Yes, I understand that nothing happens right away, you need patience and perseverance, but I just want to spend my time more efficiently.

The whole corethat in 2 years (after graduating from college) we will move to Moscow with the whole family, and in this regard, how can I devote the remaining 2 years to :
1) Continue to look for orders, slowly developing.
2) Quit freelancing completely, and then go as a FrontEnd developer, I want to study in depth JS (ES 6), build systems, React / Angular / Vue (become a good programmer, you can invent your own project in parallel). Moreover, when moving to Moscow, immediately try to get a good job at the age of 20.
3) Study FrontEnd for a year, then try freelancing again, I think due to more complex orders there will be less competition.

If there is something to live on, then it is better to focus on development. All the more life ahead of you. Therefore, develop as a developer, not a coder, and go to work in a team for further development.

In this fight, a person without office experience has almost no chance.
However, you should not count on the fact that you will immediately be hired for a good job. No one needs Junes . Especially in the frontend. In the labor market, you will encounter the same twenty applicants for one vacancy.
