As a rule, freelance exchanges provide an opportunity to subscribe to an RSS feed. Accordingly, you need software to track RSS feeds by keywords.
Well, there are special services:

Bash script: curl+grep(+regex)+cron (the easiest option).
More difficult: php(+regex+preg_match())+curl(php-shny)+mysql and php-script in service mode in an infinite loop and with a poll timeout of 1-3 minutes (and every time - a random interval!).
