Do you think it is necessary to navigate a page with more than 20 blocks?

Greetings.
For two hours I have been thinking about whether and in what form navigation on the page should be added. There is a service website with more than 20 different blocks of information (prices, calculator, warranty, photos, faq, etc.).

How to place these 20+ points so that everything is cool?

  1. Each item in a row? It will take up a lot of space and there will be a gaping hole on the right.
  2. Speakers? It seems to be normal, but 20 points are visually frightening.
  3. A separate button (drop-down list)? But on the right, as in the first paragraph, there will be a lot of empty space.

What do you advise? Do you have any ideas or statistics on how people use page navigation? Try to implement or stupidity all this and people mostly scroll and navigation is used by a rare guest?

There will be an ugly sausage

Everything is right
A separate button (drop-down list)? But on the right, as in the first paragraph, there will be a lot of empty space.

It's on mobile, with sub-items.
I myself see 2 options - the first one is either to group all your 20 elements into subgroups - Let's say the main items like home, contacts, products, and by analogy you leave. Take out the rest in the opening of the sub menu on hover (click, etc.). That is, prices, a calculator - and other production things you can safely put in the sub-item "services", "products", or call it more correctly. Guarantee, photos, faq feel free to take out in the "About Us" section.
The second - The main points that carry the main semantic load should be taken out in the header, the rest of the points should be taken out in the basement, divided into columns. But the first paragraph option will be technically literate. Since in most cases, usually the navigation menu is duplicated, at least partially in the basement.
