What is the most convenient recipient selection interface?

There is a company structure (folder tree) in which there are users. Multiple users must be assigned to a document or letter.
The choice of recipients must be made from a tree, just a list in a combobox is not suitable. Need information and convenience.

What is the best way to do this?

Do you want to make a tree with collapsible branches and checkboxes for each leaf and each branch (marks all its leaves)?

I would make a tree with checkboxes, as Certik wrote, but I would also add a search to filter the nodes and leaves of the tree.

Is a phone book not an option? With predictive dialing and sorting alphabetically and/or departments.

Maybe we are talking about mailing lists?) Make predefined-lists under the tree (“All users”), where you enter the necessary users and somehow name this list (s) (group (s) of people).
For example, “responsible for the BP” or “approval of the TOR - stage 1” and so on. Make more custom such lists so that people themselves make up their own personal mailing lists (choosing ONCE from the tree when forming).
It should be possible to quickly exclude from the group (everyone except ...) and add to the list of recipients: [list 1], user 25, user 34.
Well, the process of adding / removing from the mailing list - the colleagues above have already correctly painted.
