What do you think, if the site has a horizontal scroll then it will not be convenient for users? I would like to make my portal with such a design... I read the UI, but there is nothing written about it in detail...
and by the way... for example, Windows 10 has a lot of applications with horizontal scrolling... so their designers also thought about this ....

microsoft or apple, etc. Basically, they can do anything. because such risks will not harm them.
and for ordinary mortals, such risks can cut off a lot of traffic to the site, even simply due to the fact that such a design is “not familiar”, “not standard, “I don’t feel comfortable like this”, “I want a regular site like everyone else”, etc.

Users are never comfortable with two scrolls at the same time, choose one, either vertical or horizontal.
Previously, to view maps, images that are larger than the screen, you could use two scrolls at the same time, but now this is done by using the usual overflow: hidden for the parent block and enabling the ability to drag the image / map with the mouse

I would use a horizontal scroll in a portfolio site for example, I know some nice service sites with a horizontal one. I would not use it for the portal.
First of all, I recommend thinking about the user and discarding ambitions about the coolness of horizontal scrolling.
