Use Fireworks. Google the pros and cons for web design. Not the apogee, but I only save time this way.
I switched to illustrator, because support for art boards was already implemented there, I don’t know how it works in Photoshop now, because now I only draw the web in a sketch, but if there is no sketch, then illustrator will be a good solution and convenient, though there is a jamb with save to PSD! But it can be solved if you immediately maintain the order in the layers, otherwise it will merge all the layers into one. Now people are actively drawing in indesign, but here is the issue with the layout, indiz does not save in psd, but pdf is easy!
