Do the fans on the video card turn on without much load?

Hello. I bought a Gigabyte RX 460 windforce 2 OC 4GB video card from my hands. Before buying an hour twisted kombuster, everything was fine. I connected it at home, everything is ok in games, in benchmarks too. But I found this moment. On the desktop, without load, you start resizing the browser window or scrolling quickly through the page, or even randomly, the fans turn on with a bang, and after a few seconds they stall. If you look at the performance graph in the task manager, then with any animations of Windows windows, the load jumps to 20% and the turntables start spinning. No artifacts were seen. What could it be? Is it possible to fix?

UPD: In Afterburner I noticed such a game, the frequency from memory is displayed at 300, then sharply 1750, the turntables turn on, and then again up to 300 and the turntables stop. It turns out such spikes on the chart out of the blue.
