Do tags (tag, tags) work in ipfw FreeBSD 11?

Good afternoon! I ran into a problem where I need to use tags in ipfw Freebsd 11 . Here is an example that doesn't work for me:

ipfw add 01500 skipto 03000 tag 1 tcp from any to 195.128.ххх.ххх in recv tun1
ipfw add 01600 setfib 1 tcp from 192.168.0.0/24 to not 192.168.0.0/24 tagged 1

I found several articles on the net that FreeBSD needs to be patched to use tag in ipfw . But this article related to version 8.2 , and it was also said there that starting from the 9th version, this restriction was removed. But here it still does not work for me in the 11th . Does it need to be patched too? Thank you!
