Do I understand phonegap correctly?

Hello.
I was not banned in Google, I was trained to read, but in order to dispel doubts, I’d better ask.
Do I understand correctly that if a cross-platform application is built on https://build.phonegap.com/ , then it doesn’t matter what OS the developer has on the PC
. To publish in the appstore, the client must have a developer account and at least one device running ios is

in the play market they let you in for 5 bucks
