Do I need to reduce the layout when adapting to a lower resolution?

I created a layout in 1920 at 72 points, I still need to make it for smaller desktop resolutions of 1366 and 1280.
I create an artboard in the same document with a width of 1366 and transfer the layout from 1920 there

The content area for computers and laptops in this layout is the same, all you need to do is crop the layout in width until the computer screen resolution is less than the size of the content area. In this case, the elements inside the content area must be untouched.
