Do I need to pay for an Apple developer account to ask and answer in the portal forums https://developer.apple.com/?

If needed, $199, $99, or how much?
It says that you need an Apple ID with a developer account. This is true?
I don't like paying too much.
For example, Xcode, including the iOS SDK, is downloaded without it.
