Do I need to close a file or script from indexing using noindex and nofollow?

Do I need to close a file or script from indexing using noindex and nofollow?
There is href="file.css" in the code. Should this be blocked from indexing?
There is also javascript and there are links there. Should it be closed too?

If the JS and CSS files are directly related to the display of the site, they should not be closed. If they are not responsible for the appearance, you can close.
