Do I need a user agreement on the site to avoid liability?

There is a site with a video section where people can post all sorts of videos (only links from YouTube are available for posting). So it may happen that users post films on the site that are available for rent or have not yet been released. And suddenly people in gray raincoats will come to me and present something.
1. Whether it is necessary to place the text with the user agreement, such as the responsibility of the users only.
2. If he is not there, but people will come, what can they do? First time warning? In this case, of course, the video will be deleted.
Videos are not uploaded directly to our server, but only links from YouTube are put

These agreements are rather written for themselves.
If there is a violation of the law, then the agreement does not work.
