Is there any and actually what responsibility for installing Own, Free or Licensed Software on UNlicensed Windows?

Everywhere they write for the installation and use of pirated software, but what is the responsibility for installing Own, Free or Licensed Software on UNlicensed Windows ??
And is the installer obligated to verify the authenticity/licensing of Windows??
PS: Or does installing and configuring software by a third party equate to using Windows?

PPS: sometimes installation and configuration of software is required for the customer(s), but some of them do not neglect the use of unlicensed Windows (they say there is no money, but it was enough for a computer for 30-40 thousand ...? although it could have been simpler for almost a typewriter ) hmm...

Is there any kind of responsibility
No, of course, if you did not install pirated Windows. You are only responsible for what you set yourself.

For installing unlicensed Windows - yes.
For installing software for which you have a license (free, free, self-written) - no.

And is the installer obligated to verify the authenticity/licensing of Windows??

Not

If you have a personal Windows, then you should be aware of its license, because. you were obliged to accept it. Therefore, to claim later that you didn’t know what the inscription in the corner means is stupid. And the license says that even running Windows is prohibited if there is no license for it. And you literally use it to install software.
Approximately the same if you obviously know a stolen car is driven to a car service. But you still carry out tuning in it, thereby becoming an accomplice in crime.

When you install software and if you feel something is wrong, write some kind of document like "Information about unlicensed software" in two copies, just in case, with seals and signatures ..
Here is my example, I compiled it a couple of times, thank God it was not useful, you can do it for yourself correct as convenient
1 - I bring to your attention that unlicensed MSOffice 2007 and 2010 are installed on all computers.
To ensure license purity, please consider either purchasing a license, or removing the installed software, or replacing it with a free analogue.
2 - 1-C databases are stored on the working machine in the accounting department; there is no backup of data that is very important.
In case of their loss for the management of the organization, these are additional problems (both financial and documentary) that must be prevented in advance.
I recommend several options:
A) Purchase removable drives (hard disk / large flash drives) to back up data at least once a week - twice, or by decision of the person working with this software - cheaper
B) Use a backup data storage system for all accounting and important programs for the organization. I
also recommend purchasing the necessary and licensed software.
Please consider my recommendations and suggestions

Checkers, and this is usually garbage from department K, maybe something else has appeared right now, not in the know, it’s better of course to bypass them ..
