Do I have the right to use photos of cities and their sights inside games, programs and websites legally and for free?

For example, I am making a game, program or website, do I have the right to take pictures of the Kremlin or the Hermitage or the FSB building in order to use them in my software?
For example, a UFO flies around the Kremlin on my website in a hat. (shta?)
At the same time, I am a photographer personally, I do not steal someone's photos and do not display any brands (like Coca-Cola or Shawarma Ivanych).
I just use it to my advantage, as I please (I'm an artist, I know better).
UPDATE and I also want to get paid for it.

The phrase you're looking for is "freedom of the panorama." And it varies greatly by jurisdiction: from the widest in Germany to none in Ukraine.

These are all architectural works on the territory of Russia. In Russia, the freedom of the panorama is partial - without limiting goals only in relation to works of architecture, urban planning and gardening art. But, for example, not monumental, where either without the purpose of deriving profit, or the monument should not be the main object.
I mean, yes, you can . (To say nothing of the fact that the author's monopoly on the Hermitage and most of the Kremlins has at least expired long ago, and at most never existed.)
And yes, do not be embarrassed if, after searching the Web, you will find trustworthy articles where it is written differently, but pay attention to their date, because in Russia the freedom of the panorama was expanded to the limits I voiced just a few years ago.
