The income received regularly is an entrepreneurial activity, and it is necessary to register as an individual entrepreneur / LLC - this is what the law says.
And in general, it’s not comme il faut to pay 13%, when you can pay 6% as an individual entrepreneur in a simplified way

The question is, is it cost-effective for you. With income below 10 tr. per month, I personally think not. For example, if you freelance as a part-time job in the evenings/weekends. In that case, I personally wouldn't bother.
