A good UI designer IMHO doesn't really care about websites at all, because few websites are so cool that they already need usability. This applies more to corporate orders, fat clients, and full-fledged applications. If we take the vast majority of sites that are not expensive portals, then the issue of usability is not so acute there, and there is little money, therefore it is easier to have one person who is a master of all trades than a separate specialist for each item.

There are very few such offers. Everyone needs UI/UX.
A separate UX has only now begun to be required in Russia offline in large companies in large cities. Freelancing won't come soon.
You can go to UX from related freelancing professions. Those. find a good customer in another (adjacent) specialization, establish yourself and start pushing as UX again. Of the related ones, these are web analytics, design, front-end, and marketing.
You can also join English-speaking and Russian-speaking communities and try to make connections there. Be active in blogs, forums to get noticed.
