Disclamer for open file hosting

Hi hubr!
I had the idea of creating a fairly simple site that the Habra community would like, but one serious moment stops me.
One of the key features is uploading [many?] files and archives by virtually any registered user and the ability to download these files by any visitor. For example, program sources, images. Accordingly, it is possible to fill in bad content, the CPU, rarzhepeg with it, other content that violates the law. What should be written in the agreement when registering / uploading and what measures should be taken (pre-moderation / post-moderation / abuse) so as not to be responsible for the user?
PS I'm no designer, the site is "non-profit", so I'm waiting for anyone who wants to help for nothing in a personal.

You can use the experience megaupload.com. True, you won’t be able to read the disclaimer there, you can try asking the author, he now has more free time. They have enjoyed legal support for several years and all the subtleties are provided for.

Also, there is a very good solution.
Deanonymization of users in any way.
Whether it's linking his account to a verified account in webmoney, Yandex money, to a RU-RF domain with VERIFIED status, to a bank card (oh, good idea).
In these cases, you will always have something to hide behind.
