Can physical person to sell services in your online store?

Prompt who faced and understood.
Can physical a person to sell services (design) in his online store ? Is it legal? And if so, do you need some kind of tax for this (after the sale of the service), or something else?
An online store needs a public offer that refers to an agreement on the site, in cases where the buyer confirms the offer and pays for the goods (services), the agreement is concluded (how much then is this agreement on the site legally strong?).
The payment system that I want to connect (Liqpay), they say that it is not necessary to be an FLP, PP, you can connect it and physical. face. But of course they have requirements for the site and one of them is a public contract, an offer. Ok, you can, it's great, but everything that will come to me (on the card, because when paying, the money immediately goes to the bank card) can be monitored, and they say that it's not legal, give me a fine, that's the point.
But some lawyers, in contrast to Liqpay, say that this is not the way (by an individual) to sell services, at least to FLP.
I don't understand, they (Liqpay) just don't care?
Therefore, I want to deal specifically with this, as correctly and legally as possible.
Please share with the inexperienced, who has dealt or has with his Internet store.
I want a specific, clear answer. thanks in advance...

@raron

what answer are you waiting for?
1) an individual can conduct any activity that does not require a license
2) they must pay taxes on activities, personal income tax,
since it is quite easy for an individual to hide the amount from taxation - there are no checks, the movement on the account still needs to be proven - the state came up with a hook in the form of "illegal entrepreneurship "- they catch on making regular profits - taxes - don't care, but the article is ready for the amount of income!
here on this edge and balance

In the Russian Federation, by law, you can earn income either by working for someone or by working for yourself (entrepreneurship). It is illegal to engage in entrepreneurship without registering an IP and related activities. At the same time, it does not matter at all how you earn and how much.
With regular receipts to your current account, sooner or later you will be identified, especially in the light of recent events.
As you have already been told above, the offer agreement is already a legally valid agreement in itself, and there is no need to refer to some other agreement.

In a nutshell, an individual can be engaged in entrepreneurship (permanent sale in his own store, of course, this applies), such activities and taxation are in any case regulated by law. For this, a "private trader" will need to register as an individual entrepreneur (IP is the status of an individual).
