Initially, YAN (Yandex advertising network - display on Yandex partner sites) works on behavioral and contextual targeting. Contextual - targeting by matching the given requests to the content of the page and / or site. Behavioral - targeting based on the history and actions of the user, including his request history (the match of the request he entered with the one specified in the campaign).
The "Ignore user preferences" setting disables behavioral targeting, leaving only contextual targeting. There are no more YAN targeting settings in Yandex.Direct. Contextual targeting cannot be disabled. Rate or rate settings do not affect this.
