I don't think you need to register for this. For example, in the case of adsense, it is easier to pay tax as an individual, simply including your personal income tax at the end of the year, while the basis is the agreement between you and the same VK.
You need to clearly understand what you are doing and who you are. By law, developing a website or a VK community is not business activity, just like owning an apartment or real estate, you just rent out a place and get income. This is not entrepreneurship. It's just income.
