How not to pay 20% is elementary: indicate Sweden as your country in your profile settings.
And instead of 20% VAT pay 25% VAT. The DigitalOcean tax
page lists the countries and the tax rate. You can edit your Profile and specify a different country in the Address field - it is this field that determines the tax rate, as they write :

Digital Ocean is not ready to make a 20% discount for all RF users.
