How do I get out of DigitalOcean (DO) or why are they stealing my money?

3 months ago I registered for testing on digitalocean, authorized my own there as, because. You couldn't register without. Tested and forgot.

Now I receive an SMS that money has been debited from me ($12). I go into the account, I look and the truth is that the money is in the account.

1) Why do they shoot without warning and any SMS?
2) Can I get a refund?
3) How to disable these payments?

UPD: Money returned. I looked at the list of accounts, they tried to write off $20 per droplet within a month, they didn’t succeed, they decided to write off as much as they could, just to write off

You launched droplets that cost money, they beat you, what's the problem? Destroy the droplets and no one will beat you.

1) Because they work by subscription. You agreed to this when you registered. Everything is fair.
