dhcp not working in windows 7?

When connected to its network from Windows, the modem (dir-300nru) issues a local ip to the laptop, but does not enter the dhcp table into the table and so with each network. Tried resetting to factory settings. Nothing has changed. Despite the fact that if it boots from the same laptop, for example from Linux, then everything works there, hence the conclusion that the problems are in the Windows settings. In the settings of the wifi adapter in ipv4, everything is set to automatically receive ip and dns. Other devices work fine.
Ps Before that, I wanted to set up a static dhcp
UPD, the problem turned out to be in the firewall, which blocked all connections due to a failure when restoring Windows
