Development for iOS, interaction with the state?

Suppose there is a group of comrades who are willing to invest time and resources in developing an application for the iPhone. In addition to questions understandable to techies like “how to write it?” there are incomprehensible questions of the form: “how to formalize relations with the Russian state?”
As far as I understand, there are three options in increasing complexity:

  1. forget about legal aspects, do nothing, register as a developer at apple and submit applications / receive money on a personal credit card of one of the participants;
  2. same as 1) but register an IP for one of the participants;
  3. register LLC.

It would be very interesting to hear stories about how it actually works. What are the non-obvious problems and what you need to think about, and what not to worry about at the first stage.

For the first application, do not design anything.
If you trample, issue it later, if you don’t trample, don’t waste extra time on the crap registration of LLC or SP and everything else that follows.

It is currently impossible to legally receive money from Apple for individual entrepreneurs - Apple does not provide a signed contract and, accordingly, the bank's currency control will not credit the money. I heard about LLC that it seems that they somehow decided, but not exactly.
