There is a desire to write a desktop application on Ubuntu, and I want a JS engine. Can you tell me which IDEs support this? And if there is a link to a podcast (article) for the first occurrence?

IDE?
There is node.js, it can interpret javascript
And there are projects that can run a browser

IDE then where? You need some kind of stack of technologies for software development in HTML5/JS, it has nothing to do with IDE.
