ctrl+/ and ctrl+shift+/ not working in Sublime Text 3?

Hotkeys

linux. sublimetext3. I can't comment out using the ctrl+/ and ctrl+shift+/ hotkeys, the others work, but these don't. Same issue in SublimeText3 on Windows. I tried to copy the lines from the settings in defaul to user, it does not help, I did not find any answers in Google.
Help plz.

I spent half a day looking for a solution, I looked all over, everything turned out to be easier - ctrl + / or ctrl + shift + / - here I pressed the slash which is located on the numeric keypad on the right (above the numbers), but you need to press the slash located near the enter key (accidentally clicked) and everything works, or I'm a fool or the skis don't go :) I'm shocked!

Disable all plugins, reset settings and check. If they still do not work, then most likely these hotkeys work at the system level.

It was business. I decided this way: I went into another window (browser), poked those buttons there that did not work. Went back to sublime and everything works.
