Creating a start page in a mobile application?

Greetings. I am creating a home page for a mobile app. Interested in how to properly check that the welcome page appears once for a new user, and then update the application. I assumed to store the variable in localStorage.

If you have authorization, then this will not work. The same user on the new device will get the welcome page again, and the other user on the same device won't get it.
