Creating a program to control AVR via COM?

Actually, the device on AVR with the display and management is supposed. The task is to duplicate the control on a PC, the connection will be via COM (RS-232). That is, the program should work like a terminal, accept bytes and output as numbers, and have buttons for sending.
The question is, which visual programming environment to go to, and did it have terminal capabilities?
