Cracked smartphone screen. Is there any way to make the phone control from the PC?

The bottom line is that the phone fell - the screen cracked. There are some important photos on the phone. But nothing is determined through the cable, even a flash drive.
The phone had auto-upload to cloud storage, but everything was loaded if there was wifi, and it was turned off.
Actually a question. Are there any PC utilities that can manage the phone's memory (or at least the file system) without any manipulation of the phone itself?

I somehow tried to install the application through Google Play for remote administration (I was looking for "rdp for phone"), also on 1 + 1 itself. But I didn't succeed, maybe you can. I waited for the screen to be delivered and after the change I continue to use it.
