CPU speed drops from 2.59 to 0.75 after 1 hour of playing +/- medium games (from dota to witcher). What is the problem?

I had something similar on my I5 760 when the boxed cooler began to die. I changed it to a tower and the system unit is still working briskly. No more than 60 degrees in tests.

Video card, CPU, system chip, have built-in overheating protection. And they automatically reduce the clock frequency to maintain the maximum temperature set (by the manufacturer) +75 C. (not dangerous)
Solution:
1. Check the operation of the cooling system
(Dust - NO. When the temperature rises, the fan speeds up to the maximum)
2. Remove the cooling system, check condition (presence) of thermal paste. Replace thermal paste if necessary.
