CPU cooling or what's wrong with it (5600x)?

A week ago, I took a PC assembly for myself (since separately the vidyaha came out more expensive) - I downloaded a couple of progs to track temperatures - to see how the PC feels itself there. and did not like the processor temperatures. in the game at 30-40% load (growth max settings) - 65-75 degrees - I thought it was too much. reviewing the tests of his protsa in the internet. where - keep temperatures 65C max. - and keep stable and not like me jumping back and forth. 6057594374da9599408890.png

- I turned on the stress test - and even then there are lower temperatures - apparently the cooler decided to go all out with such a load and not slow down.
Tell me what's wrong? maybe they dispersed it to me before (assembling a PC) - or maybe the cooler is stupid. Or maybe what kind of marriage? - in the BIOS, I just turned on the turbo mode - processor coolers. - nothing seems to have changed (1 screen has already been made with it like)
or maybe 70 degrees is the temperature norm?

In general, 70 degrees is a bit much, but absolutely not critical.
Most likely, the cooler is either poorly installed or thermal paste is smeared; or the cooler does not drag.
You can buy a good new cooler and that should help.
Or you can forget to do nothing - you have a complete PC - it should have a guarantee (and the processor will not kill 70 degrees).
