Is it possible to use the Unreal Engine (or any other popular engine) to recreate the Quake 3 graphics so that it does not differ from the original, or does the engine still influence to some extent how the game will look? Perhaps, but why? If you want straight one to one, then you can take id Tech 3 , it is in the public domain. In general, any style can be achieved on any engine, it’s just that somewhere you have to fiddle longer, and somewhere less. The geometry of the game world can be reproduced without problems everywhere, the most difficult thing is the lighting system, you have to dig up old algorithms and crutches that were used twenty years ago. You can try searching id Tech 3's rendering breakdown, I'm sure there are articles.
