Is it really possible to make a “cool” game now with such an abundance of tools?

The gaming industry has come a long way in recent years. For example, UDK was created, then Unreal Engine 4, CryEngine 5 and more, they are free and have tools. Various sources of content opened and filled. Character creation and animation tools have also advanced.
When I was just starting to get interested in game development (in 2008), at best you had Ogre3D, to which you still had to attach physics, sound - all this required excellent leveling in C ++ and knowledge of technology, and before creating content there might simply not be enough enthusiasm .
If earlier, on the gamedev forum, all topics like "I want to make my own crisis" were immediately trolled, but now it doesn't sound so stupid.
What do you think, is it realistic now, taking all the available tools, "pocket money" on the marketplace and a couple of associates, and make a game, for example, of the Witcher 3 level, in a reasonable time? Or will it all come down to an unbearable amount of content?

Crisis level - no way. How do you imagine how a couple of associates will be able to create, write and, most importantly, test all the content?
How are you going to sell it all, avoid getting torrented?
