1C:ITS, the platform itself and the KA conf. Or does buying just a conf already involve and include the platform in its price?

Forget about file, 18 users will not take off. In the general case - Linux + postgre 9.6 (version 10 is possible, but needs to be tested, there may be misunderstandings on the RFP calculation block)
1c: box, 20 client licenses + x64 server (I don’t know why the 32-bit version will not be removed). With the box will be ITS for 3 months. Then you need to renew to receive updates.
