220 kΩ resistance to current limiting through the LED is strong. Do you want to receive photons by the piece? Or apply +200V to the LEDs? I am ready to believe in 200-300 Ohms, but no more. If the LBO output is not able to deliver 5-10mA of current, you must either install a transistor or an inverter on any logic, and not mindlessly increase the resistance.
And yes, the anode of the LED should not hang in the air.
