Do-it-yourself USB gamepad - on which hardware to assemble?

I welcome everyone! The idea was born to resurrect the old gamepads from Sega, remaking them for the USB interface. Inside is a regular board with contacts and a controller drop by drop. 8 buttons + d-pad. You need to use all of them.
Googling on this topic led to English-language articles and videos, where a USB HID device was made from an ordinary gamepad, from some old console. In the topic of arduino and programming / using microcontrollers, I don’t rummage at all, so I ask for advice or a link to a Russian-language guide. Can this be done with an arduino nano? Or based on the atmega controller (in this case it is not clear how to upload the firmware to it). In general, any infa will be useful.
Perhaps there are some ready-made solutions that I do not know about.

Atmega8 minimum, though USB1.1 can be washed down. But for a joystick, you don't need more.
Start away, but generally learn English, good articles by Russian speakers and then mostly written in English :)

Больше подойдёт Arduino Leonardo.
Он умеет быть USB-клавой и USB-мышью.
