Configure vsphere network profile?

It is not possible to configure ip pool for distribution to virtual machines. I made a network profile and tied it to the network. The network assigned to the virtual machine. In the settings of the virtual machine in the vapp tab, I turned on the vapp enviornment and selected the pool and protocol. In the end, nothing works. The same trouble with vapp - I tried to create it and add a virtual machine to it - it does not work. Knowledgeable people tell me how it should be configured correctly?
