CNC Plotter suitable for DIY?

For my projects, I periodically need to cut out parts from cardboard and sheet plastic of small thickness (up to 2mm). While I do it manually, but more often I come to the conclusion that some kind of desktop plotter or CNC machine is required (still not sure how they differ), into which one could simply load the material and the vector file of the section. The devices that I found in the search by price category start at 50k rubles, I wonder if there are cheaper options, incl. self-assembly.
