Choosing cards for a logistics service?

Which geo/map service is more rational to use if as part of the logistics service it is necessary to solve the following critical tasks:
- display the location of vehicles in real time;
- display the route of these machines - i.e. lines/paths over maps;
- based on traffic jams, make assumptions about the travel time between two points;
- get the distance on the roads between two points;
- get the coordinate of a point by its address.
Initially, Yandex prohibits the first of the tasks. Does Yandex.Maps have a "for business" service?
Does Google have the ability to use traffic data to calculate times?

Google maps, open layers (free for commercial use by the way). But from myself I will say that such things are being developed by a large team of developers for a long time. (I know firsthand).

Agree with timych . The work is long and laborious. We use OpenStreetMap for our logistics service ( ant-logistics.com ), there are also traffic jams there.
