Choosing Bitrix for the backend and ReactJS for the front - good or bad?

We make a website for a photo and video studio. Our site will in many ways be similar to a small aggregator - there are customer and photographer's offices, chat and listing.
The developer suggests that we make a frontend on ReactJS and a backend on Bitrix. As far as we understand, this is an unpopular decision, to put it mildly.
Developer's arguments: if you do it on Bitrix, you will have an admin panel and this will save your budget (the budget is very limited). He does not hide that Laravel will be much better, but the price... He says that when you grow up, then you will move from Bitrix to something else.

run away from such a developer, they offer you a hodgepodge and then put you on the needle of maintenance and eternal improvements, do everything on Bitrix and save a lot in the near future, and when there is a huge budget, you can start personal development, but there budgets are many times large, and if someone offers cheaply, you will get eternal problems and a "bucket of bolts" IMHO
