Take Blogger (aka Blogspot).
Google will soon update the interface for all Blogger Draft users. The new interface is just a fairy tale.
Free, flexible template customization (you can use your own HTML+CSS), you can add your own domain.

Take tumblr , but it's English, but there you can insert any html + css as a theme for free and it will work fine, and there are ten times more ready-made themes than LJ or Google.
We made a full-fledged blog section of our site there with pixel-by-pixel design matching, a favicon, and even a feedback form script (the script was pulled from our hosting).

There are a lot of people in LJ who read the friend feed (haven't learned about Google Reader yet :)), so the LJ blog will have a larger audience

Depends on the goals.
To increase the number of subscribers, you need a service with an audience (target). For personal comforts or intra-corporate needs, it is better to use WordPress.
