Choosing a Linux distribution based on criteria?
So, criteria:
1. Fast installation. You may need to breed systems like rabbits and would not want to wait 20-30 minutes until the installation is completed.
2. Not a LiveCD. I do not need to save changes to RAM and then delete them after the restart.
3. Little gluttony in terms of CPU. Or at least average.
4. APT package manager
Personally, my requirements seem fabulous to me, but I decided to ask anyway, because I am a complete beginner in the infrastructure of Linux distributions and perhaps THAT SAME distribution kit already exists.

1. Reference installation, cloning. As fast as the disk will allow. Any distribution is perfect.
2. If you don't want LiveCD, don't download LiveCD. Nobody is forcing them.
3. It is not the system that eats the percent, and not even the DE, but the programs. Against the background of the appetites of current browsers, there are no voracious DEs at all. It would be desirable easy DE - I recommend Xfce.
4. ART is Debian - Ubuntu - its derivatives. Not such a large selection that there were some problems just take it and try it.
