Choosing a CMS

I'm going to create a site, I want to make a site like a community for a certain circle of people (for example, a community with a lot of houses, a community of a neighbor's house, etc.) with the exchange of some kind of information and files, it's clear that writing everything from scratch is expensive and long , and reinventing the wheel is not very effective ... Maybe someone can advise which CMS where it is very good and convenient to write additional. modules + can it be flexible enough?

Looking at what plans and goals. For such small communities, a stylized but familiar forum engine, such as IPB, phpBB, vBulletin, is usually well suited. Plugins of all sorts of social and voting ballots are written on them enough.

Drupal. A large number of ready-made modules, ease of writing your own.

MODx is very flexible and there are enough basic modules for a normal site. Writing your own module is more difficult. The entry threshold is quite high due to ExtJS in the admin panel. But plus to flexibility - you can write a bunch of things using snippets and chunks.

You will not receive an unambiguous and high-quality answer until you describe what specific functionality you need to implement.

I'll probably ask a question in a question. I do not want to produce the same questions.
What modern CMS to use for this site infotech-tmn.ru ?
It is necessary to save the blocks approximately in the form in which they are now.
Need not difficult to learn, preferably with ready-made modules, without programming your own.
I am a little familiar with Joomla, I tend to do it, but maybe there are alternatives? Payments are also considered.
